Storm was an African weather 'Goddess' turned shoulder pad loving X-Woman. She likes to throw lightning around and make bad romantic choices. Has big white hair which is not a weave (ask The Thing).

Only available from the Marketplace during the summer event. If you don't have it you could try Paneled Slimline for the chest piece, as it will give you some of the yellow line work. However it doesn't look anywhere near as good.

Legs: Scuba

See above. If you don't have it, any slimline leg style will probably do.

Back: Vengeance Variant
A PvP style on the hero side. You need the Origin Crisis DLC and a high enough PvP CR to buy the tier 4 gear. Or you might get lucky, as I have, and have it drop from a Promethium Lockbox. Don't let the name fool you, this seems to be the only back for sale. I'm not even sure how you get the non-variant version.

Bare Hands are a default style for Hand Blaster.

There are currently no chest or shoulders pieces that replicate the big red Xs Storm has on her chest. Or even some big red circles. I like how the shoulder pads double as her puffy sleeves though, and the Bombshell Supergirl hairstyle gives Storm's hair the height and volume it needs!

Even though there is no cape that attaches at the wrist, the way Vengeance Variant falls and moves is a much closer approximation than any of the normal capes.

This was a really fun style to fly around in, and reminded me of being a kid watching the 90's animated series. 

Character Choices

Power: Electric, Weapon: Hand Blaster, Movement: Flight, Body Type: Monarch Medium, Personality: Powerful.

Electric. Lots of lightning. Big storms. You can use the channeling move from Hand Blasters to make even more lightning. I also sometimes like adding in wind powers from the Flight tree skills.

Storm is often referenced as being taller than the rest of the X-Women, so I went with Monarch Medium.
