Storm (https://en.wikipedia.org/wiki/Storm_(Marvel_Comics)) is a mutant, and arguably the most recognisable of the female X-Men. In the 80's she transformed from a buttoned up weather "goddess" into a leather wearing, mohawk-ed (that's a word!), punk.
Getting The Look
In what might be the shortest blog post ever, all but one style needed to create this look is available at character creation. If you're building this look with a pre-existing character you can find any styles you haven't already collected at the vendors in the Hall of Doom/Watchtower.
Even though the Reverse Slimline chest style doesn't exactly match the boob top and vest that punk Storm rocked, it's a fairly close match and as close as you'll currently get in game. No other chest/back/shoulder style has the collar required.
Biker hands style, the only piece not available at character creation, is available from the Midtown Vendors in each factions respective Metropolis Midtown clubhouse/nightclub/police station.
If you preferred you could also add in Emmissive Eyes as a face style and darken them until Storm's eyes are entirely white (but this is really more of a movie conceit than a comic book one).

Storm's complete mastery of the weather fits perfectly with powers in the Electricity trees. Whether it be summoning a massive lightning storm overhead, or throwing lighting into people. Hand Blast combos also allow you to channel energy into a lightning blast from your hands, which works well for Storm's abilities.
As Storm flies around on the winds, Flight is the most obvious and appropriate choice. If you like you can even use abilities from the Flight tree to duplicate wind powers.

Accuracy and Playability
Only the details of the vest let this down: 8/10. Electricity can be played effectively as both DPS and healer, with either build working for Storm toons: 9/10.
