Rachel Grey - Excalibur

Rachel Grey (http://en.wikipedia.org/wiki/Rachel_Summersis the future daughter of Cyclops and Jean Grey... Or maybe of Cyclops and the Phoenix Force posing as Jean Grey... Or maybe it was Cyclops and a Jean Grey who was just possessed by the Phoenix Force... She sometimes has the power of the Phoenix, and came back in time after one of the shittier childhoods in comics to join the X-Men and then Excalibur.
Getting The Look
The facial tattoos that Rachel Grey has as a hound and Phoenix are so distinctive that it's bizarre that there is a mask in DCUO that replicates them perfectly. Yet that's exactly what the League Of Assassins style face let's you do.

League Of Assassins face style drops from Atrocitus in the Coast City alert. Don't confuse this with the League Of Assassins head style, which is a full hood. Luckily the face stripes are coloured black by default (and can't be changed) since you need all three of your palette slots: one to give the main area of the mask the colour of skin, a second to colour the eyes gold, and a third for the red of her costume.

The rest of the costume is fairly easy. Metalhead hand style and Heeled feet are both available at character creation. The Metalhead gloves are the only style I've found in game with small spikes, which is as close as you are going to get to the S&M spikes Rachel has all over her costume (why she would wear an outfit patterned after her hound costume, given to her by her abusers, is a whole other question); while the Heeled feet give you the built in high heels of the jumpsuit without interfering too much with the rest of leg style.

You can use just about any combination of slimline chest and legs for the jumpsuit, but just to be difficult I like Scuba which is only on sale from the Marketplace once a year, during the summer event. You'll have to part with some station cash if you want to buy it, but I like its seamless look and texture.

Unfortunately the Flattop hairstyle is the closest DCUO currently has to Rachel Grey's trademarked mullet with braid look.

Body type chosen is Monarch Small with Powerful for personality type. Flirty would also work for this version of Rachel.

Power, Movement and Weapon Choice
Fire, Flight and Hand Blaster are the important choices for Phoenix Rachel Grey. As with the Jean Grey version of Phoenix the more flames you have burning on and around you the more your toon will feel like a host of the Phoenix Force. I like Enflame and Inferno, with Hand Blasters for spitting out beams of red energy.

If you feel the urge some of the powers from the flight tree that knock other characters around are good substitutes for telekinesis.

Accuracy and Playability
Though the bodysuit suffers from a distinct lack of spikes, it's more than made up for by the uncanny accuracy of the face tattoos. If only there were a mullet...: 8/10. Rachel lends herself to being either a fire wielding DPS or tank, and there are a lot of options for each type of build. Just no Phoenix effect: 8/10.
